二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(c)本項目的特定資格要求：（1）具有建設部頒發(fā)的機電工程施工總承包資質三級及其以上，具備有效期內的安全生產(chǎn)許可證；；
（2）供應商擬派項目經(jīng)理須具有機電工程專業(yè)貳級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書。
（3）單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動；
（4）法人依法設立的分支機構以自己的名義參與投標時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構在其經(jīng)營范圍內參加政府采購活動并承擔全部民事責任的書面授權。法人與其分支機構不得同時參與同一項目的采購活動；
（5）本項目不接受聯(lián)合體；

(c)Specific qualification requirements for this program:?(1) Possessing Class III or higher qualification for general contracting of mechanical and electrical engineering construction issued by the Ministry of Construction, and having a valid safety production license; (2) The project manager to be assigned by the supplier must hold a Level II (or higher) registered constructor qualification in the mechanical and electrical engineering specialty and a valid certificate of passing the safety production assessment. (3) Different suppliers with the same legal representative or in a direct holding or management relationship shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification formulation, or project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the same procurement project; (4) When a branch lawfully established by a legal person participates in the bid in its own name, it ? ? ? ?
